Bunt was engaged by the Town of View Royal to prepare a Transportation Master Plan for the community. The intent of the Plan was to make the existing road infrastructure work more effectively but not at the expense of providing capacity for alternative modes of transportation. The community wanted to see infrastructure built to accommodate pedestrians as well as bicycle and transit users. An initial open house was held for all residents and businesses in the community. A series of meetings were held for other impacted parties including; federal, First Nations, provincial, regional, and municipal levels of government, crown corporations, special interest groups and emergency services providers. Bunt reviewed the Town's Official Community Plan and Land Use Zones, and then estimated full build-out travel demand conditions over the next 20 years. These results were input into Synchro / SimTraffic micro-simulation software to determine the impact of the different growth scenarios on the operational effectiveness of the road network in the Town. The analysis identified areas of potential mitigation measures for the road network which were combined with recommended improvements for bicycle lanes and sidewalks. A conceptual streetscape design was produced that depicted the infrastructure requirements to serve all travel modes within the Town in the foreseeable future. An additional component to the TMP was the Pedestrian Plan and Sidewalk Condition Assessment which looked at the alternative modes of transportation, considered how these modes integrate with each other and how the gaps and linkages in the modal networks can be addressed over time. The Town of View Royal used the Transportation Master Plan as part of its presentation to successfully apply and receive a $7.4 million grant to assist with the building of this infrastructure starting with the Island Highway.
