Bunt was engaged by the BC Ministry of Transportation & Infrastructure to be part of its Owner's Engineer Team, reviewing Design-Build-Finance-Operate proposals for $600M+ in improvements to the famous Sea to Sky Highway between the Lower Mainland of British Columbia and the Resort Municipality of Whistler. Bunt was responsible for the Travel Time component of the Sea to Sky Highway Evaluation of the DBFO submissions. The first phase of work included the development of a comprehensive methodology to establish travel time benefits of highway improvements for a corridor over 100 km long with significant variation in laning, traffic control, topography and traffic demands. After significant research and testing, the TWOPAS and CORSIM micro-simulation models were selected as tools to estimate segment travel times which were weighted by forecasted traffic demand. Bunt then conducted a 4-week long detailed audit process to check every aspect of model software inputs and results submitted by DBFO proponents, assisted in establishing Mobility Point allocation to proponents and conducted travel time analysis of existing highway to support the Value for Money Report to senior government officials.
